Web performance is measured locally on the VPS and includes Rails app response times to live web traffic as well as system metrics.

At less than $5 per month for 1 CPU core, 1GB RAM and 75GB SSD appears to be a great deal. Further scrutiny reveals the plan has many weaknesses.
Setup was quite fast, payment with Paypal is simple.
The Ubuntu 14.04 image has a awkward choice of packages:
Quite bad: 149ms average response time. That puts this BudgetVM plan next to last just above the Scaleway ARM based plan. The response times vary a lot raising the p99 to 550ms on most days (dead last).
